Buckley, whose 22 years as mayor of Lawrence was the city longest tenure in that office, died of cancer at his home Monday as his. favorite Irish music was playing.
He was 80. Mr. Buckley, once national director of the Ancient Order of Hibernians, died at his home while surrounded by his four sons and his friend, Ann Gaiolas. The man who called himself "a mayor for all the people" died nearly 50 years after the first of his 17 campaigns in the city, His eleventh and last nonconsecutive term ended when he was defeated by Kevin J. Sullivan in 1985.

John's Preparatory School in Danvers, where he has been inducted into the Athletic Hall of Fame. He went on to Georgetown University, which he attended on a track scholarship, and served in the Army, where he attained the rank of major, serving in World War II. Mr. Buckley also had served as a governor's councilor and register of deeds. "I'd say his greatest contribution to Lawrence was keeping the city alive by bringing in diversified industry after the textile mills closed," said another son, John J.
Jr. A fixture in Lawrence social and political circles, Mr. Buckley was often seen at the Hibernian Hall, the Irish fraternal society to which many of his relatives belonged. He served as president of the annual St. Patrick's Day luncheon.
It was a chairmanship that he held for almost as long as his political career. "It was great to see John come in and light up the place," said Jack Lahey, who runs part of Hibernian Hall. "When you sat down to talk to John 1 Buckley, you were sitting with the history of Lawrence. It was a pleasure." Mr. Buckley leaves four sons, John J.
Jr. of Lawrence, Michael V. of Milwaukee, Brian F. of Salisbury and Patrick M. of Portland, a beloved friend, Ann Gaiolas of Haverhill; three brothers, Timothy of Salisbury, and Michael and Daniel of Lawrence; three sisters, Sr.

Mehrlich of Wellesley, a scientist who helped to develop military feeding systems for the Department of Defense, died of congestive heart failure Thursday at Deaconess Glover Hospital in Needham.
He was 91. A resident of Wellesley since 1963, Mr. Mehrlich was born in Cincinnati. He graduated magna cum laude from Butler University in Indianapolis, did graduate work at the University of California at Berkeley, and earned a doctorate from the University of Wisconsin at Madison in 1930. He finished a postdoctoral program at Cornell University in Ithaca, N.Y., in 1932.
Mr. Mehrlich started working at the US Army's Natick Development Anne Elizabeth Harsch Was Washington journalist; at 90 Anne Elizabeth (Wood) Harsch, of Jamestown, R.I., a former journalist who covered Congress, died Jan. 22. She was 90. A Washington native who had lived in Boston, Mrs.
Harsch traveled throughout the United States as a child of Navy Admiral Spencer S. Wood, and she graduated summa cum laude from Bryn Mawr in Pennsylvania in 1928. She spent the next year in France and I returned to Washington to cover Congress as a journalist. Years later, she married Joseph C. Harsch, chief editorial writer for the Christian Science Monitor.
Mrs. Harsch later focused on raising a family. She became active in the Jamestown Garden Club, where she served as president, and in the Episcopal Church, where she served on the vestry in St. Matthew's Church in Jamestown. She leaves her husband; three sons, J.
William of Saunderstown, R.I., Jonathan of Glenwood Springs, and Paul Arthur of Pownal, 12 grandchildren and one greatgrandson. A memorial service will be held at 11 a.m. on March 22 at St. Matthew's Church in Jamestown. Burial was private.
Ann W. Andrews, 72 Volunteer in Hartford arts Ann Wright Andrews of Heritage Village in Southbury, and Truro, who posed as a "mannequin" in Lanvin's Paris showroom, died of breast cancer Jan. 30 in her Connecticut home. She was 72. Born in Brooklyn, Mrs.
Andrews was raised in Westport and Wilton, Conn. She graduated from Staples High School in Westport. While liv-, ing in Maine, she raised two dren, danced, and played in small theater productions. Her marriage to the late Oliver Andrews former head of the modern language department at the University of Connecticut in Storrs, took her to France for several years. While there, she worked for Lanvin, modeling clothes.
After returning to the United States, she lived in Storrs and earned her bachelor's degree in art history. Mrs. 'Andrews lived in Storrs for 25 years. A lover of art, she volunteered to conduct walking tours of the Wadsworth Atheneum in Hartford for 20 years. She also gave hourlong talks, called Take Tens, about the Atheneum's collections and exhibits during lunch hours.

Alan C. Nelson, a former commissioner of the US Immigration and Naturalization Service, died Thursday. He was 63. Mr. Nelson, a San Francisco Bay area lawyer, was most recently in the news in 1994 as co-author of California's Proposition 187, the controversial measure to cut off government services to illegal immigrants.

Mehrlich was a former consultant to General Foods the National Planning Association in Washington and the Cocoa Research Institute. He had also served on many overseas assignments, working on a milk program in Peru, coffee programs in El Salvador and Brazil, a food crop production program in Venezuela, a rice program in Ecuador and pineapple production in Hawaii. While in Hawaii, he designed a chemical, one of his four patents, that lengthened the ripening season of pineapples to prevent spoilage during collection. In 1964, he received the Army's Meritorious Civilian Service Award Medal. Mr.
Mehrlich was a member of several associations and clubs, including the American Society for the Advancement of Sciences, the American Society of Physiologists, the New York Academy of Science and the National Academy of Seience. He was also a member of the Wellesley Kiwanis Club. He leaves his wife, Virgina (White); two sons, Ferdinand P. Jr. of Provo, Utah, and Thomas Henry of Bluffton, S.C.; a daughter, Elise M.
Gutwald, also of Bluffton, S.C.; and two sisters, Clare M. Wilmeth of Indianapolis, and Mary M. Dugan of Columbia, Ind. Services at the Wellesley Hills Congregational Church will be announced. Burial will be private.
Eliot B. Ware, 88 Was N.H. state representative, Eliot B. Ware of Hollis, N.H., a former Needham resident who served five terms as a New Hampshire state representative, died Sunday at his home. He was 88.
Born in Boston, Mr. Ware had fished off Georges Bank with commercial fishermen out of Harwich Port and Chatham as a youth. During the 1920s he flew planes delivering mail to Cape Cod and the Islands. Mr. Ware worked as an insurance underwriter for Liberty Mutual and Continental Insurance companies.
During World War II, he served in the US Army enginering corps. Mr. Ware was an avid yachtsman and a life member of US Power Squadron, where he taught many navigation courses. He was captain of the Boston Navigator's Club. He was also a member of NEWCA, the New England Watch and Clock Association, and was a lifelong ham radio operator.
He was also a Mason and a member of the Hollis Seniors and the Sons of the American Revolution. A lover of nature, he was an expert at identifying trees and could identify birds by their songs. Mr. Ware leaves his wife, Isabel (Thayer) of Hollis; a daughter, Nancy Ware Morrow of Wellesley Hills; a granddaughter, Suzanne Choate Leary of Beverly; and a grandson, Robert Choate Morrow Jr. of Wellesley Hills.

THELMA SACHAR Thelma Sachar, 90 Called 'matriarch of Brandeis' Thelma (Horowitz) Sachar of Newton, described as a "matriarch of Brandeis" University, who helped build the Waltham school, died yesterday of respiratory failure in Beth Israel Hospital in Boston. She was 90.
Mrs. Sachar was the wife of the late Abram Sachar, Brandeis University's first president and one of its founders. For 40 years, Mrs. Sachar supported the university as hostess to US and foreign presidents and scientists, as good-will ambassador, and as a leading member of the Brandeis University Women's Committee, a volunteer group that has raised millions of dollars to support Brandeis libraries. "Thelma Sachar will always be remembered as the matriarch of Brandeis," said the school's president, Jehuda Reinharz.
"She was a brilliant woman who brought her grace and style to bear on everything she did." Born in St. Louis, Mrs. Sachar graduated Phi Beta Kappa from Washington University. In 1985, the Brandeis board of trustees established the Thelma Sachar Endowed Scholarship Fund for undergraduates. She was active in many charitable and social affairs in Newton and Greater Boston.
She leaves two sons, Howard of Kensington, and David of Englewood Cliffs, N.J.; four grandchildren and one great-grandchild. A memorial service will be held tomorrow at 11 a.m. in the Silver Auditorium of the Sachar International Center on the Brandeis University campus. Burial will be private. Plymouth man suspected in wife's murder held in N.J.
PLYMOUTH A 49-yearold man suspected of killing his wife and stuffing her body into an attic crawl space was arrested yesterday in a hotel in Atlantic City, prosecutors said. Authorities had been searching for Victor Cardarelli since a cadaver-sniffing dog found the body of his wife, Carol, in their apartment building last month. Carol Cardarelli, 49, who lived in one of the four apartments at the Leyden Street house, had been missing for about two months. She was last seen Nov. 8, when she left work at Cranberry Hospice in nearby Kingston.
A security guard at an Atlantic City hotel recognized Cardarelli and called police, Plymouth District Attorney Michael Sullivan said. Prosecutors had suspected Cardarelli, who had a history of gambling, might head to Atlantic City and notified the casinos that he was wanted for murder in Massachusetts, Sullivan said. "We knew he had been there" before, Sullivan said. Cardarelli, a former Waltham Chemical employee, had last been seen Dec. 10 in Barefoot Bay, where his mother lives.
Sullivan said Cardarelli probably will be returned to Massachusetts tomorrow. A State Police trooper and a Plymouth detective were en route to Atlantic City to pick him up last night. (AP).
