Born in Winchester on March 17, 1937, he was a graduate of Braintree High School and The Museum of Fine Arts School in Boston, and also served in the United States Navy. He began his career in television in Boston, before moving he to was Los Angeles, CA, an executive producer in television, film and special events productions. He also represented celebrities in the television, film and music industries. Bill was predeceased by his brother, Richard Dobbins of San Francisco, CA as well as his stepfather.
